Blind Justice may use his other 4 senses to compensate for his missing sight or he may have a developed 5th sense.
In addition, he has been known to talk to himself and has, on occasion, referred to an unknown 3rd person which implies that he is either crazy or "sees" people that others can not see.
In any case, he is extremely efficient at what he does and has been very effective at eluding the police until now.
