Hey welcome to ComicSpace and thanks for the interest. There are lots of comic studios here so I am sure you could find an artist or 2 that would talk with you about ideas.

Check out the tags people put on their profile, there will lots of people who have tagged themselves as writers or artists...that should help you find them.
