Basically because I've been doing that a lot myself lately and it speeds things us!
Yes, resize AFTER colour. Basically, shrink them when you've finnished with all the artwork. It makes for cleaner pics. It's great as long as you've got the RAM and HD space to that kind of thing ^_^
